A particle is neutral if it doesn't take part in an interaction. It can be neutral concerning one or more of the interactions . For example, a color neutral particle can not be held to anything through the color force . Similarly, an electrically neutral particle is not affected by electrically charged particles . The neutrino , a particle that feels hardly any forces, can easily pass right through our earth and not notice a thing because it is not affected by the different forces.
